Feasibility study for transformation of the technical vocational education and training of Puntland state of Somalia

The Government of Puntland State of Republic of Somalia has secured financial assistance from the Islamic Development Bank (IDB) towards the cost of Feasibility study for transformation of the technical vocational education and training. A total of US$ 280,000 was secured for the operation.
The objective of the Technical Assistance Grant is to support the efforts of government to transform technical vocational education and training of Puntland State to respond to the demand of the labour market and the post conflict economy. The Ministry of Education and higher education in Puntland Somalia intends to apply part of the proceeds of the secured financial assistance to eligible payments under the operation, for Works, Goods and Consulting Services.
Specifically, it is intended for financing of the Feasibility study for transformation of the technical vocational education and training of Puntland state of Somalia.
The project will include the following components
A. Feasibility study
- Consultancy Service
- Stakeholders Workshops
B.Institutional capacity development
- Training
- Establishment of EMIS
- Equipment and tools for training center in Galkaio.
Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).[1]
Selection of Consultants:
Consultancy services for the feasibility studies will be done through Short-List of specialized international firms.
Procurement of Goods:
Procurement of TVET–EMIS, and equipment and tools will be done through National Shopping.
Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website , Ministry of education website, Somalijobs.com, Kaaha bari local newspaper and so on.
